Each member has to have set their timezone properly in the Profile settings. Most people don't bother (and there are even some who lie about their location for whatever reason and then don't even set their timezone to match the fiction). In fact, I believe it may be automatic but doesn't work very reliably. I am going to look into this further, but thank you for the suggestion of how to deal with this.
