L.A. production takes downturn Off-lot film shooting slows, but TV rises By DAVE MCNARY "Off-lot feature production in Los Angeles posted its weakest quarter ever during the opening three months of this year amid the threat of an actors strike and the ongoing trend of features shooting outside Hollywood. First-quarter stats released Monday by permitting agency FilmL.A. showed 903 days of feature shooting, off 56% from the 2008 first quarter and down 14% from the fourth quarter -- which set the previous record for lowest production level since record keeping began in 1994." http://www.variety.com/article/VR1118002381.html?categoryid=13&cs=1 RL

Showtime passes on all pilot orders Network doesn't greenlight Tim Robbins' 'Effects' By DANIEL FRANKEL (Variety) Having taken a hard look at four pilots for possible series order over the last month, Showtime has now passed on all of them. The pay cabler has decided not to greenlight "Possible Side Effects," a family drama themed around the pharmaceutical biz, written and helmed by Tim Robbins and starring Josh Lucas. Earlier, the network passed on the Lionsgate-produced comedy "Ronna and Beverly," which is exec produced by "Weeds" showrunner Jenji Kohan. Also missing a series order is "The L Word" spinoff "The Farm" starring Leisha Hailey and dark comedy "Th…

With the passage of California's State budget - the delay almost rivaling the SAG contract conundrum -- there is a new set of tax breaks that will finally directly compete with New York state and a few others. It is by no means as generous as Michigan but it should begin by July 1st. Variety details it; Taxing situation for New York http://www.variety.com/article/VR1118000377.html?categoryid=18&cs=1 My opinion: One thing they point out that was not covered in another thread here on the state tax rebate incentives, is the fickleness of Producers, who hop from one state to another when the incentives look better. True, this is affecting us now, but similar to wh…

I did a test with a DP friend with his Canon D5 still camera, which has a very high rez video mode that he's been using for MOS grab shots. (The camera is unhandy but does give him narrowness of depth of field that he would otherwise need a Pro35 adapter--on a regular video cam-- or a RED etc to get.) There is some confusion about what the frame rate of the camera actually is--he thought it was really 30 but stamped as 29.97. I recorded at 48k 29.97, and he hasn't been able to get the files to sync up in FCP. I'm not sure that he doesn't have an FCP "project settings" issue, but it could also be that there is something very odd about how the Canon lays down full motio…

A less sanguine look at the Variety story on the possible SAG/AMPTP break through from Jonathan Handel's "Digital Media Law" SAG and the Studios: The Next Roadblocks http://digitalmedialaw.blogspot.com/2009/04/sag-and-studios-next-roadblocks.html RL Note: I had to correct my own words re: "sanguine" from "more sanguine" to "less". Sanguine means "cheerfully optimistic", which Handel's post is not.

"The Screen Actors Guild and the congloms have begun moving toward a tentative agreement on the long-stalled feature-primetime contract with a 2011 expiration. SAG and the Alliance of Motion Picture & Television Producers had no comment Sunday. But members of SAG's negotiating task force have been summoned to meet Tuesday for an update on recent informal talks with the companies -- a step indicating that recent back-channel talks have likely led to a compromise that's acceptable to both sides." http://www.variety.com/article/VR1118002142.html?categoryid=18&cs=1 RL

Well the MBU/IA contract was ratified by the Local 695 membership by a narrow margin. If just 13 people had voted the other way it would have been rejected. Don't know what the other locals votes were. Looks like I can kiss my health insurance goodbye in 2011. ----Courtney

Our old incentives program from the 1980s ran out and was pretty out of date. Is this too little too late? David * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Arkansas Governor Beebe Signs Film Production Incentives Bill By Arkansas Business Staff - 4/3/2009 11:11:01 AM Gov. http://www.crainsnewyork.com/article/20090330/FREE/903309977 The stalled film and television tax incentive program received a $350 million cash infusion in the new state budget to keep it going for another year. But the stop-gap measure fell short of industry expectations, and could jeopardize New York’s lucrative television business. The new funding will help keep most of the shows that are already produced here, like Ugly Betty and 30 Rock, at least for another year. But the program’s uncertainty in the future is sure to scare away new series, which are budgeted for multi-year runs. “This is very disappointing to us,â€ said Alan Suna, president of Silver…

I guess it helps to have a show on the lowest rated network, NBC. The latest Neilson ratings for "Friday Night Lights" put it at fourth place with 3.84 million viewers, one and a half million less than the hour's number two show, ABC's "Supernanny" with 5.34 million. http://tvbythenumbers.com/2009/03/21/friday-ratings-dollhouse-foundation-holds-up-against-ncaas/14966 'Friday Night' gets two-season pickup http://www.variety.com/article/VR1118001878.html?categoryid=14&cs=1 RL

"French composer Maurice Jarre, best known for his music for Hollywood films, has died in Los Angeles at 84, after suffering from cancer. I posted a link yesterday praising the L.A. City Council for promoting filming here. Now Nikki Finke has just the opposite. It's way too early for a head ache. Location Managers Lobby LA City Council "The agenda for the next L.A. City Council meeting on March 31st "could shut down television production in Los Angeles" by creating permit timelines that would make it even more difficult for episodic TV and commercial production that typically work in a much tighter time frame." http://www.deadlinehollywooddaily.com/location-managers-lobby-la-city-council/ RL

Thought I'd take a page from the Richard Lightstone book of JWsound postings... http://news.cnet.com/time-warner-teams-up-with-adobe-will-hbo-com-go-all-flash/ Does anyone expect that HBO will produce it's "original" programming for the "new media" outlet HBO.com, then re-broadcast its "new media" content on the real HBO?
