These are terrestrial digital TV channels with a bandwidth of 8 MHz. So you can add -4 and +4 MHz to these frequencies and you have the frequencies you shouldn't use. Additionally to this in Berlin you can't use frequencies above 790 MHz because these blocks are lost to mobile communications. 900 MHz band (e.g. Zaxcom) is not allowed because of mobile phones and won't work.
