How can I switch labor halls? Same union just different number.

I'm in the local 1353 which is a 3 he drive from where I live, local 984 is 45 minutes from home and they are working full-time (pipeline). What do I have to do to switch? I do owe some dues and will gladly pay them. I was working full-time and got got laid off in August 2018 and never got called back. (  Laborer and certified coater, tie in etc.,) But there is a lot of work right here in my area and I really want and need to get back to work but I'm new to the union and I have a lot of learning to do. Any help or guidance would be greatly appreciated. Thank you
