After maximising the gain in a sound file using adobe audition, I export it and put it in premiere pro. I check the gain levels of the same file and it’s peak amplitude is -7dB. Why does this discrepancy occur? 
I demonstrate this in the attached video.

Many DAWs and NLEs show the peak decibel scale dBFS (anything over 0.0dB is clipped). I think Audition uses dBFS. I .. at least by default. I do not know what scale PP uses. Most DAWs have settings to change the meter scale ( RMS, LU or other).. The waveform display usually shows peak.
